Beijing Data Group Actively Participates in Construction of National Data Element Comprehensive Pilot Zone and Harvests Many Fruits

On November 7, Information Office of Beijing Municipal People's Government holds a press conference on National Data Element Comprehensive Pilot Zone (Beijing). The relevant leaders of Beijing Municipal Government Services and Data Administration, Beijing Municipal Cyberspace Administration, Beijing Municipal Bureau of Economy and Information Technology, Xicheng District People's Government, Haidian District People's Government, BSAM and Beijing Data Group introduce and answer questions from the journalists. In September 2025, Beijing Data Group is inaugurated during China International Fair for Trade in Services. This is a key move for Beijing to implement the national strategy of market-oriented allocation reform of data elements, marking a solid step forward for the capital city in building national data infrastructure, activating the value of public data resources, and advancing the prosperity of the data industry ecosystem.

Beijing Data Group actively participates in the construction of National Data Element Comprehensive Pilot Zone under the principles of "adhering to governmental leadership and market-oriented operation, adhering to data compliance and security controllability, adhering to scenario-driven and value implementation, and adhering to ecological openness and industrial integration", and has achieved some results.

01 Authorized Operation of Public Data

Beijing Data Group explores the construction of a financial data zone and continuously enriches financial data resources. Such a financial data zone has cumulatively gathered over 6.3 billion pieces of financial data. The data products, based on the financial data zone have an annual call volume of over 150 million times. Based on this, Beijing Data Group plans to further explore the implementation path of overall authorization for public data, accelerate the upgrade of the infrastructure for the authorized operation of public data, enhance the security and controllability of public data, and help leverage the large-scale application efficiency of public data resources.

02 Data Circulation and Trading

Beijing Data Group supports Beijing International Data Exchange in actively building a core hub for the national integrated data circulation and trading market. In 2025, the Exchange has increased transaction volume by 109% year on year, issued over 600 data asset registration certificates and pooled a total of 3,500 high-value data products. Among them, delivery scale of high-quality data sets has reached 2,500TB, with average annual growth rate of over 100% in the past three years, covering such key fields as audio-visual, education, healthcare, industry, and embodied AI. In collaboration with data exchanges in Shanghai, Shenzhen and other places, Beijing Data Group initiates "Data Price Chain" Platform and releases Proposal for Data Price Credit Construction, with an aim to explore a mechanism for mutual recognition and interoperability of data trading prices among multiple places.

03 Data Circulation Infrastructure Construction

Beijing Data Group has launched the regional Beijing nodes of National Data Circulation Infrastructure. It is the first to pass the verification of all infrastructure interconnection and interoperability scenarios by National Data Administration. Beijing Data Group has achieved interconnection and interoperability with 19 city nodes, four provincial nodes and five enterprise nodes, delivering "Beijing Experience" to the national data infrastructure construction. Beijing Data Group accelerates the construction of the urban computing power network around "three highs and one low" (high throughput, high elasticity, high security, and low latency) technology system. It has now initially laid a high-quality computing power interconnection foundation. The core test network of Beijing's 1ms urban computing power network has completed the testing of four core nodes within Beijing and nodes outside Beijing, achieving a circular networking and possessing initial capability of "one network connection for multiple computations and one line input for multiple computations".

04 Market Ecosystem Cultivation

A total of 23 data element service centers have been established in cooperation with local governments. Beijing Data Group forms a data element center service network based in Beijing and radiating across the country. Over 2,700 new market players have been added cumulatively, including nearly 350 data providers. With strengthening the data provider team and improving the service system at the core, Beijing Data Group further diversifies the collaborative chain of the data industry.

Next, Beijing Data Group will strive for three goals and shape up "1+4+1" Business Pattern in order to play a greater role in Beijing's implementation of the national strategy for the market-oriented allocation reform of data elements. Specifically, there are three goals, namely, the digital and intelligent engine for urban refined governance, the core node for market-oriented allocation of data elements, and the service carrier for data industry ecosystem construction. "1+4+1" Business Pattern refers to one key business (digital business for government and enterprises), four core businesses (data infrastructure construction, data resource development and utilization, data circulation and trading, and data ecosystem construction), and one exploration for innovative business (closely following the development trends of artificial intelligence, quantum computing and other new technologies and new business patterns and constantly stepping up the new driving forces and new advantages for the development of Beijing Data Group). Beijing Data Group expects to strengthen cooperation with all sectors, jointly advance the prosperity of Beijing's data industry ecosystem, and make more contributions to the construction of National Data Element Comprehensive Pilot Zone.
